Abstract

With the world digital ecosystem rapidly transforming, countries are entering a new stage of technological competition where ownership of silicon, embedded systems, and secure computing infrastructures is increasingly becoming a hallmark of sovereignty. To a developing nation such as Pakistan, this change is not only a strategic opportunity, but also a big security challenge. Silicon sovereignty is not limited to the capability to produce semiconductors, but it includes the capability to design, secure, and control embedded technologies that drive the infrastructure, defense, telecommunications, and consumer gadgets that constitute critical infrastructure. In a world where quantum computing is being developed and more advanced, and less visible cyber threats, the integrity and resiliency of these systems has become urgent. This paper will examine the status of Pakistan in the international semiconductor and embedded systems environment, its existing reliance, weaknesses, and untapped opportunities. Although Pakistan has excelled in information technology services and software development, it has a little presence in hardware innovation, especially chip design and embedded security. The lack opens the country to external vulnerabilities such as supply chain disruption, backdoors at the hardware level, and overreliance on foreign technologies that might not be in line with national security concerns. Lack of full domestic ecosystem of semiconductor research, fabrication, and validation is further complicating the problem with critical systems being at risk of compromise at the most fundamental level.
