Abstract
AI-Enhanced Fraud: Generative AI is being used to create deepfakes and fraudulent audio/video, which accounted for over $200 million in losses in early 2025. AI-assisted fraud is projected to grow from $12.3 billion in 2023 to $40 billion by 2027.
Geopolitical Conflict: Essential infrastructure—including energy grids, healthcare systems, and industrial systems—is increasingly targeted by state-aligned hackers during international tensions.
Shift in Priorities: For the first time, CEOs worldwide are more concerned about cyber-enabled fraud than ransomware.
The Situation in Pakistan
Rising Volume of Attacks: Between January and September 2025, over 5.3 million cyberattacks targeted Pakistani organizations and users.
Targeted Infrastructure: Seven advanced threat groups have been identified specifically targeting the nation’s telecom, banking, and government sectors.
Regulatory & Institutional Gaps: The Pakistan Telecommunication Authority reported banning 534 malicious domains and identifying 10,000 security alerts in the 2024–2025 cycle. However, 31% of survey participants in Pakistan expressed low trust in the country's preparedness for a major cyber disaster.
Impact and Future Outlook
Erosion of Trust: Approximately 75% of individuals surveyed reported being personally affected or having a loved one harmed by tech-based fraud.
Economic Cost: Business email scams alone cost $2.77 billion in 2024, with AI-related cases increasing by 37% in just one year.
Need for Action: The report emphasizes that cybersecurity is now a global issue requiring a coordinated response to protect critical infrastructure and maintain digital trust.
